The body of public self-government of the II Medical School is the Meeting of the School’s labor collective.

The meeting of the labor collective includes all categories of School employees, as well as elected representatives from among persons studying at the School, according to the norms of representation determined by the School’s Academic Council. Participants of the meeting who are elected representatives from among students are elected by the students of the School by direct secret elections. Participants of the meeting who are elected representatives from among postgraduates and doctoral students are elected by the meeting of postgraduates and doctoral students of the faculty by secret ballot according to the norms of representation determined by the School’s Academic Council.

The term of office of elected representatives from among students, postgraduates and doctoral students is 3 years. 2 weeks before the end of the 3-year term of office of these representatives, new representatives are elected. The powers of newly elected representatives begin to operate from the day after the end of the 3-year term of office of the previous representatives. In the event of early termination of the powers of an elected representative, a new representative shall be elected for the term until the expiration of the powers of the previous representative.

To organize the elections and monitor the implementation of the norms of representation, the dean of the School shall create a working group, which shall include all categories of participants in the educational process. The working group shall verify the correctness of the minutes of the meetings, prepare a list of meeting participants, register them before the meeting begins, and notify the membership of the meeting and the presence of a quorum.

Meetings shall be convened at the initiative of the dean of the faculty, the Academic Council of the School, the Student Council of the School, the elected body of the trade union organization of employees, the elected body of the trade union organization of students, postgraduates and doctoral students, an initiative group that must collect at least 1/4 of the signatures of the scientific and scientific-pedagogical employees of the School, for whom the University is the main place of work, or the University administration.

Meetings of the School’s labor collective shall be convened at least once a year. The decisions of the meeting are considered valid if at least 2/3 of their members are present. The meeting elects the presidium and the chairman from among its members by open vote. The rules of procedure are approved by the meeting itself. The decisions of the meeting are considered adopted if more than 50% of the participants present at the meeting voted for them.

The meeting of the School staff:

1) hears the annual report of the School Dean and evaluates his work;

2) approves the annual report on the activities of the School;

3) elects elected representatives to the School Academic Council;

4) elects delegates to the conference of the University staff;

5) elects candidates for the University Academic Council;

6) gives the rector consent to the appointment of the School Dean;

7) discuss candidates for the position of head of the Department and, based on the results of the discussion, adopt conclusions on the professional and personal qualities of the candidates and relevant proposals by secret ballot by a majority of those present;

8) submit a proposal for the dismissal of the Dean of the School on the grounds specified in labor legislation, the University Charter, and the terms of the contract.
